I frequently only get people on my project teams who are not qualified to serve on the project team.
This is a very common result in functional enterprises. The functional managers are more than happy to assign their least capable people to your project. The result is that the project manager spends more time “babysitting” people than working the project. The bottom line is that this is indicative of poor executive management understanding of the project environment. Only when the project manager is actively supported by executive management will you be capable of acquiring the correct personnel / skill sets needed to complete the project. Every project in the company is considered top priority.
When every project is considered top priority, no project will BE top priority. You will be constantly fighting to acquire resources (talent) and constantly encounter barricades to success.
